Biography

Chief Akpa Paul Hassan, PhD, FCA, FCNA, ACTI, FAIPA (Ghana) (born 3 March 1976) is a Nigerian chartered accountant, university administrator, scholar, entrepreneur, and community leader. He currently serves as the Bursar of the Federal University of Health Sciences, Otukpo (FUHSO), Benue State. He previously served as the Bursar of the Federal University Wukari, Taraba State (2020–2025).

He holds the traditional chieftaincy title Omachi Ata’Igala-Ika (Waali), conferred by the Ata of Igala Kingdom, in recognition of his contributions to leadership, youth empowerment, and community development.

Early Life and Background
Chief Akpa Paul Hassan was born on 3 March 1976 in Kogi State, Nigeria. He hails from Ankpa Local Government Area of Kogi State, specifically from Ika community in Engema Ward IV. He is married with children.

Education
Chief Akpa possesses a strong academic and professional foundation in accounting, finance, and public administration.

He earned a Doctor of Philosophy (PhD) in Accounting from Bingham University, Karu, Nasarawa State. His doctoral research focused on Systematic Risks and Capital Market Development in Nigeria: An Empirical Analysis.

He obtained a Master of Science (M.Sc.) in Accounting and Finance  from Nasarawa State University, Keffi, and a Bachelor of Science (B.Sc.) in Accounting (Second Class Upper Division,  from Salem University, Lokoja.

His earlier qualifications include:

Early Career (Private Sector)
Between 2003 and 2012, Chief Akpa worked in various private sector organizations including:

  1. Dilic Hotels Limited (Head, Internal Audit)
  2. Tower Assets Management Ltd, Abuja (Head, Accounts Reconciliation)
  3. CITEC International Estate Ltd (Senior Accountant/Head, Accounts & Admin)
    In these roles, he was responsible for financial management systems, auditing, tax administration, internal controls, budgetary oversight, and corporate financial reporting.

Federal University Wukari (2012–2025)
Chief Akpa joined the Federal University Wukari (FUW), Taraba State, where he rose through the ranks from Principal Accountant to Chief Accountant and later Deputy Bursar.

On 4 May 2020, he was appointed Substantive Bursar of Federal University Wukari, serving a statutory five-year tenure until 4 May 2025.

As Bursar and Chief Financial Officer of the University, his responsibilities included:

  • Financial administration and treasury management
  • Budget preparation and implementation
  • Audit coordination
  • Financial reporting and compliance
  • Oversight of loans, payroll, fixed assets, and expenditure control
  • Liaison with regulatory bodies including NUC, OAGF, ICPC, and EFCC
    He was instrumental in strengthening financial systems, improving regulatory compliance, and enhancing institutional accountability.

Federal University of Health Sciences, Otukpo (2025–Present)
On 12 May 2025, he was appointed Bursar of the Federal University of Health Sciences, Otukpo (FUHSO), Benue State.

At FUHSO, he provides strategic financial leadership, overseeing budgeting, revenue generation, procurement planning, audit processes, and financial governance within Nigeria’s specialized health sciences university.

He serves on several university committees including:

  • TETFund Intervention Committee
  • Procurement Planning Committee
  • Tenders’ Board
  • Committee on Internally Generated Revenue (IGR)
  • Central Planning Committee
  • Board of School of Remedial Science

On 17 November 2022, he was conferred with the chieftaincy title: Omachi Ata’Igala-Ika (Waali)

The title was bestowed by His Royal Majesty, Agabaidu Ata’Igala, in recognition of his service, leadership, and contributions to the Igala Kingdom.

Philanthropy and Community Development
Chief Akpa is widely known for his philanthropic initiatives.

Akpa P.H. Scholarship Scheme (Since 2008)
He established a scholarship scheme providing free educational support to over 500 indigent children through Living Winners Model School, Abuja.

AKPA Global Impact Free JAMB Scholarship
He launched the AKPA Global Impact Free JAMB Scholarship, a philanthropic initiative designed to:

  • Sponsor JAMB registration fees for indigent students
  • Promote access to tertiary education
  • Empower youth academically
    The initiative sparked widespread jubilation in Ika community and received commendation from youth organizations including the National Youth Council of Nigeria (Ankpa LGA chapter).
    Eligibility for the scholarship is restricted to indigenes of Enjema Ward IV.

Entrepreneurship
Chief Akpa is the Founder and Proprietor of Living Winners Model School, Abuja.
